CASA permits for drone survey work — the operator's view

Most drone survey questions get answered with 'yes'. The regulatory ones get answered with 'depends on the permit'. Knowing what permits matter to your project, what an operator actually needs to hold, and what to ask before contracting saves both surprises and time.

If you've ever scoped a drone survey project and discovered halfway through the second meeting that the proposed flight needs a permit the operator doesn't currently hold, you've met the CASA regulatory landscape. The framework is mostly sensible, mostly stable, and mostly transparent — but the specific permits that matter to your project depend on what's being flown, where, when and over whom.

This article is the working version for project owners. The two-tier framework, the permits that actually drive lead time, and a six- document checklist to validate any operator before contracting.

The two-tier framework

CASA — the Civil Aviation Safety Authority — regulates all commercial drone operations in Australian airspace. Two qualifications matter:

Remote Operator Certificate (ReOC) is issued to the operating company. It defines what types of operations the company is approved to run — aircraft size class, operational scenarios, exemptions held — and references an approved operations manual. Holding a ReOC is the legal baseline for any commercial drone work.

Remote Pilot Licence (RePL) is issued to the individual pilot. It demonstrates competency in flight, regulations and aeronautical knowledge. Every pilot flying under a ReOC must hold a RePL.

Both are required. A ReOC without licensed pilots is a company that can't fly; licensed pilots without a ReOC can fly recreationally but not commercially.

If a quote arrives from someone with neither, they're either flying recreationally and calling it commercial (problematic for everyone) or operating under someone else's ReOC (legitimate but worth checking the chain of accountability).

Standard vs specific category

CASA's operational categorisation has three tiers:

Excluded category — very small drones (sub-2 kg in private property), very low risk. Limited utility for commercial survey.

Standard category — the default for ReOC-held operators. Covers most "normal" drone operations under broad operating restrictions: below 120 m AGL, day VFR, visual line-of-sight (VLOS), more than 30 m from people not involved in the operation, more than 5.5 km from controlled aerodromes without ATC coordination.

Specific category — operations outside the standard envelope that require explicit case-by-case approval. Each approval has its own paperwork, lead time and validity period.

Most drone LiDAR survey work fits comfortably inside the standard category — captures happen below 120 m AGL, in daylight, away from people, and away from controlled airspace. When projects start needing specific-category approvals (corridor work near aerodromes, inspection over populated industrial sites, night operations) the lead time and cost both increase.

The area-approval scenarios that matter

Five common operational requirements that need additional approval beyond a standard ReOC + RePL:

1. Operations within 30 m of people

Standard category requires 30 m horizontal separation from any person not involved in the operation. For inspections of urban structures, populated industrial sites, or events, exemption is required. Approval is operator-by-operator and requires risk assessment + mitigation documentation.

2. Operations within 5.5 km of a controlled aerodrome

Standard category prohibits flight within 5.5 km of a controlled aerodrome without ATC coordination. For projects near airports — which captures a large fraction of urban Australia — coordination with the relevant airport's Air Traffic Control is required, plus sometimes NOTAM (Notice to Airmen) issuance.

The coordination itself is usually straightforward and adds 5-10 business days to lead time. The flight window may be restricted to certain hours or weather conditions to deconflict with manned aircraft operations.

3. Operations above 120 m AGL

Standard category caps flight altitude at 120 m above ground level. For typical survey work this is more than enough (most captures fly at 80-100 m AGL). For some specialist applications — tall asset inspection, very-long-distance corridor work — higher altitude approval is required.

4. Beyond Visual Line of Sight (BVLOS)

BVLOS — flying out of direct visual contact with the pilot — is a specific-category operation requiring detailed risk assessment, detect-and-avoid systems, and case-by-case approval. Increasingly relevant for long corridor work (utility lines, rail networks, pipelines) where flying VLOS would require dozens of repositioning moves.

BVLOS approval is a project-by-project process for most operators, with lead times measured in weeks to months. Some operators hold ongoing BVLOS approvals for specific corridor types; worth asking.

5. Night operations

Standard category is day-VFR only. Night operations require specific approval, additional aircraft lighting, and pilot competency endorsements. Genuinely useful for some applications (thermal inspection, time-of-flight optimisation in stable atmospheric conditions) but uncommon for routine survey.

Site-specific permissions beyond CASA

CASA covers the airspace; other authorities cover specific assets:

None of these are CASA-mandated but all are practical project requirements. A capable operator handles the coordination as part of project mobilisation.

What to ask any operator before contracting

Six documents to request:

1. The current ReOC document with operator name and approval scope. Check the certificate is current (3-year validity) and the scope covers your project type.

2. RePL numbers for all pilots who will fly the project. CASA allows lookup of licence status via their RPAS portal.

3. Public liability insurance certificate. Industry standard is A$10-20M coverage for survey operations. For projects in populated areas or with specific contract requirements, A$30M+ may be specified.

4. Operations manual reference. A capable operator has a CASA-approved Operations Manual documenting risk assessment, emergency procedures, maintenance schedules and pilot competencies. Recent revision date indicates active maintenance of the safety framework.

5. Safety record / incident history. Most operators have internal incident logs; reputable operators share them on request. Zero incidents over multiple years is achievable for survey-focused operations; investigated incidents that produced documented corrective actions are a sign of mature safety culture.

6. Specific approvals held for any scenarios your project requires (BVLOS, populous areas, controlled airspace exemption, night operations). These are project-relevant only if your project actually needs them; specifying upfront avoids surprises.

A reputable operator provides all six within a day of request. Hesitation, unavailability, or "we'll get back to you" on fundamentals like the ReOC document or insurance certificate suggests gaps worth investigating before contracting.

Common myths to clear up

"Drones are unregulated." They're among the most heavily- regulated commercial aviation activities in Australia. The framework just looks lighter than manned aviation because the risk profile is lower.

"Any RPA pilot can fly anywhere." They can fly within the operating envelope their ReOC + RePL covers. Stepping outside that envelope without specific approval is a regulatory breach with real consequences for both pilot and operator.

"Insurance is optional." Technically yes; practically no. Most commercial contracts require certificate of currency upfront, and operating without coverage exposes both the operator and the contracting party to uncovered liability.

"Sub-2kg means no rules apply." Only for genuinely recreational use. Any commercial work — including hobbyist-aircraft survey for hire or reward — requires ReOC + RePL regardless of aircraft size.

"BVLOS is impossible without going broke." Standard BVLOS approval for survey corridors is achievable within typical project budgets if scoped correctly. The cost increase over VLOS is real but not catastrophic; the lead-time increase is more significant.

How permits affect project schedule

The realistic lead-time impact:

Worth raising at scoping if any permit is non-standard. Most operators carry common approvals (population proximity exemptions, specific airspace agreements with major airports) ongoing, so the project doesn't restart the clock for every new capture. Worth asking what's pre-existing vs project-specific.

TL;DR

Commercial drone survey in Australia requires both ReOC (operator) and RePL (pilots). Standard category covers most routine survey; specific category covers the rest with case-by- case approval. Six documents validate any operator: ReOC scope, pilot licences, insurance, ops manual, safety record, specific approvals.
